Brazil Suspends 14 Licensed Betting Sites Over Regulatory Violations
Brazil's Secretariat of Prizes and Betting (SPA) has imposed seven precautionary measures and ordered the immediate suspension of operations at 14 licensed betting sites. The measures affect brands operated by Pixbet, Zeroumbet, Enseada, Select Operations, Nexus International and RR Participações.
The decisions were based on Administrative Sanctioning Proceedings initiated in August 2025. According to the SPA, the main issues involved failures to provide information through the Sigap monitoring system, shortcomings in responsible gambling controls and, in one case, missing documentation related to the operator's corporate structure.
What happened?
On August 14, 2026, the SPA adopted seven precautionary measures against six betting operators and ordered the immediate suspension of 14 betting brands.
The measures affect:
- Pixbet Soluções Tecnológicas: pixbet.bet.br, ganhei.bet.br and betdasorte.bet.br;
- Zeroumbet Plataforma Digital: zeroum.bet.br, sportvip.bet.br and energia.bet.br;
- Enseada Serviços e Tecnologia: kbet.bet.br;
- Select Operations: mma.bet.br, betvip.bet.br and papigames.bet.br;
- Nexus International: megaposta.bet.br;
- RR Participações e Intermediações de Negócios: multibet.bet.br, rico.bet.br and brx.bet.br.
Pixbet is subject to two separate precautionary measures, bringing the total number of measures to seven.
The SPA describes precautionary measures as tools used in its supervisory and sanctioning activities. Under Articles 44–46 of Law No. 14.790/2023 and Articles 31–33 of Ordinance SPA/MF No. 1,233/2024, such measures can be applied when there are sufficient grounds to support the alleged violation and a risk associated with delaying regulatory action.
The legislation allows the regulator to temporarily deactivate systems or equipment, suspend prize payments, collect issued betting tickets and take other measures considered necessary to protect the regulated interests.
Why were the betting sites suspended?
The seven measures were based on several types of regulatory failures.
Failures involving Sigap
Five of the seven measures concern failures to submit information to Sigap (Sistema de Gestão de Apostas), the system used by the SPA for regulatory monitoring.
Through Sigap, the regulator monitors betting volumes, gross gaming revenue and compliance with applicable regulatory requirements in real time.
According to the SPA, Zeroumbet, Enseada and Select Operations failed to provide information required for effective monitoring and supervision. Nexus International did not submit documents required by the SPA for Sigap and necessary for regulatory oversight. Pixbet was also cited for failures in the submission of information to Sigap.
Responsible gambling requirements
Two of the precautionary measures concern the implementation of responsible gambling controls.
One of the measures against Pixbet relates to the failure to implement effective mechanisms for the control, assessment and monitoring of bettors as part of its responsible gambling policies.
This makes responsible gambling a direct regulatory compliance issue rather than simply a matter of internal operator policy.
Corporate structure documentation
RR Participações, which operates Multibet, Ricobet and BRXBet, was subject to a separate measure.
The company failed to provide documentation required for regulatory checks into its actual corporate ownership structure. According to the SPA, this prevented the regulator from properly assessing several requirements, including legal eligibility, tax and labor compliance, integrity, financial and economic qualifications, and technical qualifications.
What does the suspension mean for players?
The affected platforms must suspend their betting operations. However, the platforms are required to maintain access so that players can withdraw funds held in their accounts.
The measures therefore go beyond a financial penalty: the operators are temporarily prevented from continuing normal betting operations while the regulatory proceedings remain in place.
Failure to comply with the precautionary measures can result in a daily fine of BRL 200,000 for the betting operator.
What could this mean for Brazil's betting market?
The latest action is another indication that Brazil's regulated betting market is moving from the initial licensing phase toward more active supervision of authorized operators.
A Brazilian betting license does not remove an operator's ongoing compliance obligations. Operators must continue to meet regulatory requirements covering reporting, monitoring, responsible gambling and other areas of the licensing framework.
