Before launching an ad campaign, verify the information independently and confirm it with your manager.
In our latest 3S.INFO review, we break down how iGaming works in Angola: what the legislative reform changed, what permits operators need, and why a license doesn't automatically grant the right to advertise. We look at the audience, local payments, the competitive landscape, and traffic economics, focusing on the factors that drive confirmed FTDs and affiliate payouts.
This material is for informational purposes only. We do not endorse breaking the law, circumventing technical restrictions, or violating platform rules. Before launching a product, an ad campaign, or an affiliate model, check the current regulations and the specific operator's terms.
Why Angola Is a Trending iGaming Market
Angola is interesting for its combination of three factors: active regulation of online gaming, an internet audience in the millions, and the development of local payment services. But calling it a market with guaranteed cheap traffic or high ROI would be premature: there aren't enough open, comparable benchmarks for CPA, LTV, and acquisition cost in the country.
The size of the digital audience alone makes this GEO viable for a standalone strategy. According to Digital 2026, Angola had 17.6 million internet users in October 2025 — 44.8% of the population in the demographic model used by the report. Mobile connections reached 30.6 million, though connections don't equal unique users or smartphones.
The industry generates significant revenue for the state. According to Expansão's calculations based on Instituto de Supervisão de Jogos data, operator and player taxes generated around 28.2 billion kwanza in 2025 — roughly 59% more than the year before. That's tax revenue, not GGR, betting turnover, or online casino income. (Source: 360 Angola, article published February 16, 2026.)
For an affiliate, Angola's main advantage is the chance to carve out a niche in a Portuguese-speaking market rather than transplant a ready-made funnel from English-speaking Africa. For an operator, the review works as a map of licensing, advertising, and payment requirements. For B2B teams, it explains why local UX and cashier integration can matter more than the number of games in the catalog.
That said, rising state revenue doesn't yet prove that any new offer will be profitable. The economics have to be checked at the level of the specific chain: source → registration → KYC → deposit → confirmed FTD → affiliate payout.

Legislation and Regulation of Gambling in Angola
Gambling in Angola is permitted within a licensed framework. The primary legislation currently in force is Lei n.º 17/24, de 28 de Outubro, Lei da Actividade de Jogos (the Gaming Activity Act). Published and enacted on October 28, 2024, it superseded Lei n.º 5/16 of May 17, 2016. Any overview that still treats the 2016 law as the principal regulatory foundation, with no account of the reform, is already out of date.
The Act covers land-based casinos, social gaming, and online formats. Online gaming is defined as remote play conducted through electronic and networked systems, including platforms featuring gaming software, databases, and random number generators. Market access is not open-ended: operators must hold a license or concession.
In practical regulatory terms, the key verticals include online casinos, sports betting, and other authorized gaming categories. However, the mere fact that a category is permitted under the law does not entitle a given operator to offer any game of its choosing. What matters is the scope of its authorization and the applicable technical requirements. ISJ's fee schedule, for instance, provides separately for a general online license and a permit for online sports betting.
Who Regulates the Gambling Market?
| Structure | Key Responsibilities | Official Resources |
| Instituto de Supervisão de Jogos — ISJ | Oversight of gaming activity, licensing and permitting procedures, inspections, and advertising approvals | isj.minfin.gov.ao |
| Ministério das Finanças | State financial policy; the ISJ operates within the Ministry of Finance system | minfin.gov.ao |
| Administração Geral Tributária — AGT | Tax administration within its established powers, including the additional assessment of the special gaming tax | portaldocontribuinte.minfin.gov.ao |
| Instituto Angolano das Comunicações — INACOM | Communications infrastructure; coordination with the ISJ on restricting access to illegal websites | inacom.gov.ao |
| Banco Nacional de Angola — BNA | Banking and payment infrastructure within the scope of its authority | bna.ao |
Supervisory powers in the gaming sector are enshrined in the law, and the ISJ's cooperation with INACOM is explicitly described in an official announcement concerning the unlicensed PalancaBet platform. That said, the issuance of a gaming permit, tax oversight, and the technical enforcement of a block should not be conflated.
How to Obtain a Gaming License in Angola
The starting point for any applicant is the ISJ. However, the reform provides for competitive tendering and concession mechanisms, so the notion of "register a company, pay a fee, and gain access to the entire market" does not apply here.
Under the law, the activity must be carried out through an appropriate company domiciled in Angola. General requirements include disclosure of owners and beneficial owners, proof of financial soundness and source of funds, proper governance arrangements, and sufficient capital. Minimum share capital and own funds are set by separate regulation: the law itself does not provide a single figure applicable to all projects.
For online activity, the law requires public limited companies (sociedades anónimas). At the same time, for operations outside the exclusivity regime, private legal entities under Angolan law with a registered office in the country are permitted, provided they meet the prescribed conditions and complete the relevant procedure. The structure of a foreign project should therefore be agreed upon before investing in the platform and marketing.
Types of Permits and Validity Periods
| Direction | How Access Works | Validity Period Under the New Model |
| Online gaming and betting under the exclusivity regime | License under the applicable procedure | 10 years, renewable |
| Online gaming and betting outside the exclusivity regime | License subject to compliance with the relevant requirements | 5 years |
| Land-based casinos | License, as a rule, via public tender | 10 years, renewable |
| Social games | Concession model | From 10 to 30 years, per the terms of the law |
These are the statutory validity periods for each regime; they do not confirm that any particular legacy license or temporary permit already runs for that long.
License Cost
Decreto Presidencial n.º 50/22 of February 15, 2022 published the ISJ fee schedule. This document continues to be listed among the applicable acts in the regulator's June 2026 bulletin.
| Action or Service | Amount |
| Issuance of a registration certificate | 200 thousand Kz |
| Entry in the general register of gaming licenses | 500 thousand Kz |
| General license for online gaming | 7 million Kz |
| Separate license for online sports betting | 7 million Kz |
| Separate license for each of the other online formats | 2 million Kz |
| Conformity assessment of technical systems and issuance of a report | 1 million Kz |
| Authorization for gaming advertising | 500 thousand Kz |
| Supervision of an online gaming operator | 1.5 million Kz |
| Supervision of an online sports betting operator | 1.5 million Kz |
The key here is not to turn this list of services into a made-up 'turnkey price.' Not every line item automatically adds up for every applicant, and the frequency of the supervisory fee, as well as the applicability of the charges to a specific procedure, should be confirmed with the ISJ. The table above does not provide sufficient grounds to describe all supervisory amounts as annual without a caveat.
Why the Transitional Regime Matters Especially in 2026
In June 2026, the ISJ clarified the procedure for the temporary continuation of operations by certain existing operators whose licenses have expired or are about to expire. Subject to meeting the conditions, they are given the opportunity to obtain a temporary title until a public tender is held. For some companies, it was necessary to confirm that their interest in continuing operations had been declared before the previous license expired.
The authorization ceases once the winners of the tender in the relevant category are determined. Operators that do not participate or do not pass the selection must cease operations. This is not a free extension available to any website, nor is it a permission to operate solely on the basis of an old document.
For an affiliate, the practical question is this: on what basis is the advertiser operating today — under a valid license, a temporary license, or some other confirmed title?
Key iGaming Operators and Brands in Angola
The ISJ website features an "Operadores licenciados" section covering active, expired, suspended, and revoked permits. However, on verification, the text version of the page returned no populated records. This is a technical limitation on access to the data, not evidence that no licensed operators exist.
In industry registry checks from 2026, the following companies are listed as licensed online brands:
| Brand | Legal Entity Named in Registry Reviews | How to Use This Information |
| Premier Bet | PRIMEIRA APOSTA — (SU), LDA. | Reconfirm the status and authorized activity with the ISJ |
| Elephant Bet / Elephante Bet | MOTA, TAVARES & BARROS, SA | Cross-check the company, the title, and the domain in use |
| Bantu Bet / Bantubet | BANTUBET — PRESTAÇÃO DE SERVIÇO, LDA | Verify the current authorization and the counterparty to the affiliate agreement |
The table relies on published registry reviews rather than on a successfully exported, up-to-date ISJ list. These are therefore candidates for verification, not unconditional confirmation of status as of any subsequent date.
Premier Bet is an example of a regional brand with an international footprint. On its local website, the company reports a presence in more than 20 African countries and offers sports betting and casino in Angola. This is the operator's own description; its marketing claims of leadership don’t amount to an independent market-share ranking.
Elephant Bet has also long been present in the local media landscape: Forbes África Lusófona reported on the licensed launch of its virtual sports products back in 2021. But a historical publication does not replace verification of the current title.
Strengths and Weaknesses: What to Compare
| Parameter | Potential Advantage | Possible Risk |
| International platform | Mature product and technology | Generic interface without deep adaptation to Angola |
| Local brand | Deep knowledge of the audience and payment habits | Limited data on stability and affiliate reporting |
| Land-based network + online | Brand recognition and additional touchpoints | Complex attribution between digital and offline channels |
| Broad casino lobby | Game selection | Heavy mobile loading and lack of data on local demand |
In the sources reviewed, there is no reliable public ranking of offshore sites that are popular in Angola but operate without local authorization. Listing international brands simply because they accept registrations would be wrong: the availability of a website does not confirm the right to serve the Angolan audience.
Taxation of Gambling and Betting in Angola
Angola levies the Imposto Especial de Jogos, a special gaming tax. For online activity, the law sets the rate at 20% of receita bruta. That term is defined as stakes minus prizes paid out, which in effect is close to GGR rather than to deposits or total turnover.
| Category | Tax Model |
| Online gaming | 20% of the relevant gross gaming revenue |
| Land-based games against the casino — jogos bancados | 18% of table revenue plus a component based on initial gaming capital: 1.1% or 2.2% |
| Jogos não bancados — player-versus-player games | 20% of the operator's statutory commissions and fees |
| Player prizes | Separate taxation; rates depend on the category |
The land-based casino model cannot be extended to the entire online segment, nor can percentages with different bases be added together.
According to a PLMJ legal review, tax rates on prizes range from 10% to 15% depending on the type of game. For online prizes, specialized reviews cite 15%, but when preparing user terms, the base, exemptions, and withholding procedure must be verified separately. A blanket statement like "15% on any withdrawal" may prove incorrect without such verification.
For RevShare, this means reading the NGR formula carefully. Clarify which taxes are withheld before the commission is calculated, how bonuses and payment costs are treated, and whether any expense is being deducted twice.
Beyond the annual benchmark of around 28.2 billion Kz for 2025, there is a detailed official ISJ monthly breakdown for June 2026:
| Indicator | June 2026 |
| Total actual ISJ receipts | 3,290,775,925 Kz |
| Tax revenues | 3,222,275,925 Kz |
| Non-tax revenues | 68,500,000 Kz |
| Taxes attributed to online gaming | 132,258,970 Kz |
| Of which: online gaming income tax | 21,488,006 Kz |
| Of which: online prize tax | 110,770,964 Kz |
(Source: ISJ, June 2026 bulletin)
In this classification, online gaming accounted for 4.10% of the month's tax revenues. This is not the online share of player numbers, stakes, or the country's total GGR. Nor can a single month be automatically extrapolated to a full year.
Mechanisms for Blocking Illegal Casinos and Bookmakers in Angola
The crackdown on unlicensed sites already has concrete public examples. On June 18, 2026, the ISJ announced that the PalancaBet platform holds no license, authorization, or registration issued by the regulator. The authority initiated cooperation with the competent bodies, primarily INACOM, for the immediate blocking of the associated domains and subdomains.
The document explicitly names three addresses: PalancaBet.online, PalancaBet.net, and PalancaBet.com. These are three domains of a single platform, not three independent operators. The announcement itself confirms that blocking has been initiated, but it is not a report on whether each provider has technically enforced it.
No public consolidated statistics on all domains, IPs, and payment details blocked in 2026 were found in the sources reviewed. Angola therefore cannot be described as a country with confirmed mass IP or payment blocking without a separate source.
Unlawful organization of games carries criminal liability. Materials on the application of Article 116 of the law cite imprisonment of up to two years or a fine; the amounts depend on the elements of the offense and the status of the offender and may reach 50 million Kz. This is not a universal sanction for any advertising violation.
For advertising without prior authorization or outside the agreed terms, Instrutivo n.º 2/26 provides for the immediate halt to the campaign and removal of materials at the violator's expense.
Outlook for the iGaming Market
Angola has already legalized licensed online formats. The key question, therefore, is not the timing of future legalization but the implementation of the new model: tenders, temporary permits, technical oversight, and advertising.
The 2026 transitional regime shows that legislative reform and its practical rollout are distinct stages. The ISJ explicitly links the temporary continuation of certain operators' activities to the preparation of additional regulation and the subsequent holding of tenders. No confirmed common completion date for this process appears in the materials reviewed.
There is also a new initiative of direct relevance to affiliates. A publication dated October 24, 2026 reported preparations to revise the Lei Geral da Publicidade. Among the proposals:
- separate rules for digital advertising, influencers, and AI content;
- labeling of sponsored materials;
- registration of influencers;
- possible joint and several liability for participants in the advertising chain;
- abolition of the additional gaming advertising permit for duly licensed operators.
These are proposals, however, not changes in force: the document was at the stage of collecting opinions and was due for further review. The discussed abolition of the permit cannot be used as grounds to launch right now.
Over the 2027–2029 horizon, it makes sense to monitor three areas: the outcomes of tenders, changes in advertising law, and the development of payment infrastructure. These are watch scenarios, not a forecast of guaranteed growth in traffic profitability.
Angola's iGaming Market: General Overview
The modern regulatory history unfolds in several stages: the 2016 law, subordinate rules for remote products, and the 2024 reform. The new Lei n.º 17/24 explicitly states that the previous model focused primarily on land-based games and gave insufficient weight to online and social gaming.
Angola lies in southwestern Africa, on the Atlantic coast. Its capital and largest commercial center is Luanda. The official language is Portuguese, and the currency is the kwanza, code AOA; local materials widely use the abbreviation Kz.
According to the final census results as of September 19, 2024, the country's population stood at 36,604,681, up from 25,789,024 in 2014. This is the official census series; it should not be conflated, without explanation, with the modeled estimate of 39.3 million in the Digital 2026 report.
| Territory | Population by 2024 Census | Counting Boundary |
| Luanda | 8,816,297 | Province, not a single municipality |
| Lubango | 890,384 | Municipality |
| Huambo | 836,293 | Municipality |
| Lobito | 380,689 | Municipality |
| Benguela | 380,048 | Municipality |
For a media plan, boundaries matter: a province's population cannot be passed off as a city's population or as the addressable advertising audience.
No reliable, current estimate of the English-speaking share appears in the sources reviewed. For a mass-market local product, Portuguese remains the primary starting point, though copy is best adapted for Angola rather than mechanically copied from Brazil.
Internet and Smartphones
According to Digital 2026 data, which largely reflects the end of 2025:
| Indicator | Value |
| Internet users | 17.6 million |
| Internet penetration | 44.8% |
| Mobile connections | 30.6 million |
| Share of mobile connections on 3G/4G/5G networks | 94.9% |
| Social media user identities | 5.5 million |
The share of 3G/4G/5G connections is not the same as smartphone penetration or regular mobile internet use. No reliable, single, current smartphone figure appears in the primary sources reviewed; secondary estimates diverge noticeably, so no precise percentage is given here.
A practical hypothesis for launch is a lightweight mobile page, a clear form, and short instructions. This should be tested on real devices and connections rather than treated as an automatically proven trait of all users in the country.
- Tier 3 iGaming market reviews help make sense of GEOs that often fall outside the spotlight of teams focused on Tier 1 and Tier 2. The section gathers material on Kyrgyzstan, Tajikistan, Uzbekistan, Armenia, Nigeria, Côte d'Ivoire, Bangladesh, and other countries, with breakdowns of regulation, audience, traffic, and the practical realities of running gambling and betting operations.
Gambling Audience Characteristics
Angola is a young country: per the 2024 census, the median age was 18, and the share of the population under 15 stood at 46.3%. For gambling, this is first and foremost a minor-protection challenge, not an argument for widening targeting. The ISJ explicitly reminds that games and betting are prohibited for persons under 18.
Representative public statistics on players by gender, income, average deposit, and LTV are insufficient. Descriptions such as "the core player is a male aged 18–35 with a certain income" will therefore be assumptions without operator data.
It is more useful to segment the adult audience by observable behavior: interest in sports content or casino, device, region, payment method, KYC completion, and repeat activity. Poverty or financial hardship should not be turned into an advertising trigger.
Sports: Football and Basketball
For content planning, it is worth studying local football, the Palancas Negras national team, and the clubs Petro de Luanda and Primeiro de Agosto. Among well-known Angolan footballers is Gelson Dala. But the recognizability of a club or player does not grant the right to use their image in advertising without the necessary clearances.
Basketball is an important sports context in its own right. Angola won AfroBasket 2025, defeating Mali 70:43 in the final and claiming its 12th title. This is a confirmed sporting event, but not proof of basketball's specific share of betting turnover.
Local operator lines feature football, basketball, tennis, and other disciplines. The availability of a betting market and its popularity among paying customers must be distinguished: the latter is confirmed by analytics, not by the number of events on a site.
Casino: Which Games Are Featured
Premier Bet Angola lists the crash games Aviator and Navigator, roulette, slots, and live formats. The site also names Burning Classics, Fruit Island, and 777 Classic Fantastic. These are examples of one operator's lineup, not a confirmed national top.
No reliable ranking of slots by GGR or active players across Angola exists in the sources reviewed. When selecting a casino offer, request local cohort data and the list of permitted games rather than relying on a provider's global popularity.
Esports
Operator offerings include digital sports formats, eSoccer among them. However, these cannot automatically be equated with a full-fledged market for betting on professional esports tournaments. No public estimate of esports' share of Angola's turnover was found.
For an affiliate, this is a separate test hypothesis, with verification of audience age and product permissibility, rather than a ready-made alternative to football traffic.
Payment Solutions and Localization in Angola
For this GEO, localization begins not with a flag on the landing page, but with whether the user can complete KYC, top up an account in kwanzas, and understand the withdrawal process.
Local cashier reviews regularly feature MULTICAIXA, MULTICAIXA Express, Unitel Money, Afrimoney, PayPay, and other services. However, actual availability depends on the operator, the product, and the agreement with the payment provider.
| Solution | What to Know |
| MULTICAIXA | Local payment infrastructure; operators may use reference-based payments |
| MULTICAIXA Express | Mobile channel; verify its actual display and performance at the cashier |
| Unitel Money | Local wallet; deposits and payouts are checked separately |
| Afrimoney | Africell's e-wallet; the service operator describes access for subscribers over 18 |
| Bank transfers | Requires actual account details, crediting timelines, and a reconciliation procedure |
| Visa/Mastercard | Cannot be considered available based solely on a brand's general international description |
| Cryptocurrencies | Should not be presented as a standard permitted method without separate confirmation |
A good example of specificity is Premier Bet's MULTICAIXA guide: the user generates a payment identifier and then pays by reference through the corresponding banking channel. Such a page confirms a concrete scenario better than the generic line "we accept all popular methods."
No reliable confirmation of general crypto settlement approval in licensed Angolan iGaming appears in the materials reviewed. USDT or Bitcoin therefore should not be presented in an overview as a universal method for deposits, withdrawals, or affiliate payouts.
Before buying, check where the user drops off: at number entry, code receipt, KYC, reference generation, or payment confirmation. Separately clarify limits, fees, and actual withdrawal timelines. A successful deposit does not confirm the quality of the entire cashier.
Traffic and Marketing for Gambling and Betting in Angola
The marketing model here must be built around approvals. Instrutivo n.º 2/26 of April 15, 2026 explicitly requires prior ISJ approval for advertising of land-based games, social games, and online products. The application includes the media plan, creative materials, and a commitment to responsible gambling.
This means that a message or audience switch routine for a performance team can carry legal consequences. A material change to the concept, copy, or target audience requires a new approval; a mere change in creative dimensions without a change in content is singled out as a separate case.
Why Angola Traffic Can Be Profitable
The earning opportunity depends on how well you solve the task of an adult user and how transparently the advertiser pays for results. For one project, the edge will be a quality review; for another, a sports media property; for a third, an improved approved mobile funnel.
| Model | What It Offers | Key Questions |
| CPA | Payment for a qualified action | KYC, minimum deposit, hold, cap, rejection reasons |
| RevShare | Income from cohort results over time | NGR, deductions, negative carryover, accrual timeline |
| Hybrid | A combination of fixed and percentage components | How exactly the payouts are combined |
| Exclusive offer | The option to negotiate special terms | KPIs, volume, term, and exclusivity restrictions |
These are possible contract formats, not confirmation that every local brand offers all of them.
Public, verified market-average CPA and RevShare rates for Angola are insufficient. A "high rate" without data on approval, qualification, and source cost does not allow profitability to be assessed.
Risks and Opportunities for Affiliate Marketing
The main risks are the transitional status of permits, unapproved advertising, a weak local cashier, attribution errors, and opaque deductions. Currency deserves separate attention: a deposit in AOA and an affiliate payout in another currency require a fixed conversion rule.
Possible directions to test:
- Portuguese-language reviews with local editing;
- clear materials on payments and account verification;
- sports content tied to local and international competitions;
- a comparison project with a transparent evaluation methodology;
- working with the operator on drop-offs between registration and a confirmed FTD.
These are hypotheses, not proven profitable setups.
Over the next three years, the key window for professional teams may well be quality of execution: legally compliant advertising, working payments, and verified analytics. At the same time, the outcome of tender procedures can change the roster of available advertisers, so a strategy cannot be built on the assumption that the current market composition will remain unchanged.
Advertising Rules for Gambling and Betting in Angola
The 2026 rules contain specific advertising requirements: minors must not be used, play must not be linked to social or sexual success, and it must not be offered as an alternative to work. The mandatory messages are "JOGO RESPONSÁVEL" and "PROIBIDO A MENORES DE 18 ANOS."
Standard advertising authorization is tied to the approved period. For a number of promotional campaigns, a 90-day limit applies, while certain sponsorship, institutional, and long-form placements may qualify for exceptions. One term therefore cannot be carried over to all placement types.
| Channel | Possible Format | What to Check |
| SEO and owned media | Reviews, payments, rules, sports analytics | Legal status of commercial content and approvals |
| Social media | Approved integrations and informational content | ISJ authorization, platform rules, audience age |
| Influencers and streaming | Approved integrations for adults | Scenario, audience, term, and terms of image use |
| Search advertising | Only where GEO and category access is actually permitted | The platform's country list and certification |
| CRM | Communications with a lawfully built database | Consents, data, exclusion rules, and content |
The presence of an audience on a social network does not mean gambling can be advertised there. Google, for example, requires country and category access, certification, age restrictions, and responsible gambling information. The materials reviewed provide no grounds to promise a frictionless Google Ads launch for Angola.
According to Digital 2026, Facebook's potential advertising reach in Angola stood at 5.5 million, Instagram at 1.03 million, and TikTok reported an audience of 3.95 million users aged 18+. These are distinct advertising metrics, not a player base; they do not confirm the availability of gambling advertising.
SEO is best built without "secret workarounds": dedicated pages for real user tasks, local Portuguese editing, up-to-date terms, mobile speed, and clear disclosure of the affiliate model. Do not call an advertising selection an independent ranking if the order of brands depends solely on commission.
Practical Cases: How to Evaluate Earnings on a GEO
No public cases with fully verified economics (costs, approval, payouts, and cohort dynamics) were found in the sources reviewed. The models below are therefore educational, not the results of real campaigns.
CPA: A Cheap Registration Is Not the Same as Profit
You spent $400 and got 80 registrations. Twenty users made a first deposit, but only twelve met the contractual qualification. At a conditional CPA of $25, revenue comes to $300.
The result before additional costs is minus $100. A registration cost $5, but a confirmed FTD already costs more than $33. All values are conditional and are not benchmarks for Angola.
RevShare: You Have to Count Contractual Revenue
Conditional cohort GGR is $1,000. After the contractually stipulated costs, NGR came to $600. At a 30% RevShare, the affiliate's commission is $180, not $300.
Before launch, it is important to establish exactly which items reduce NGR and how they are reflected in the report.
Content Project: Payback Over the Long Run
For an SEO media property, costs appear before revenue: development, editing, license checks, payment updates. Judging it by a single week's results is therefore incorrect.
Set separate metrics: content cost, clicks to approved offers, confirmed FTDs, revenue by cohort, and the cost of keeping everything current. Potential organic traffic is not yet guaranteed cash flow.
Launching Traffic for Gambling and Betting Verticals: A Media Buyer's Checklist
- Establish the advertiser's legal entity and the contracting party.
- Confirm the current title with the ISJ, including temporary status where applicable.
- Verify the authorized category, product, and domain.
- Agree on the affiliate model and traffic sources.
- Obtain confirmation of the advertising authorization and its scope.
- Check the platform's rules separately from local legislation.
- Exclude minors and impermissible promises.
- Prepare local Portuguese editing, AOA, and clear instructions.
- Run an approved test of KYC, deposit, and payout.
- Fix CPA criteria, hold, cap, NGR, and currency conversion.
- Set up postback and reconciliation of registration, deposit, and confirmed FTD.
- Define stop conditions for the campaign if the license, payments, or advertising change.
The legal foundation for the early stages is licensing, the transitional regime, and advertising requirements. The commercial part of the checklist helps keep results from being substituted with a click count.
Angola is a live, licensed iGaming market with its own payment infrastructure and a sizable internet audience. But the reform still shapes admission practice: in 2026, the ISJ applied transitional procedures pending the competitive allocation of rights, and advertising required separate approval.
For an affiliate, the core insight is simple: start not with a promised CPA, but with verification of the advertiser, the payments, and the lawfulness of the campaign. Only then should you test content and media buying, comparing confirmed revenue against the full cost of acquisition.
